Well there are various Babel around the World(Forgot the actual number).
But one of the Babel is in Japan where Akatsuki is at. And the one in charge of the Babel is Kyouya(Student President). He is also one of the *Cocoon* which are people who stands at the top of the World. Akatsuki's brother(Micahel Arkwood. Its a codename hence its not Japanese name) is also one of the Cocoon. Kyouya would be stronger than Akatsuki at this point. Well at least in volume 1.

Spoiler for akatsuki: Though volume 9 finally has the battle between Akatsuki and Kyouya, where Akatsuki emerges as the victor. Kyouya wanted to become a God by using Miu(Mew) basically. And most of Akatsuki defeats are actually not because he was weaker than the enemy but he lost on purpose to fulfil his objectives. He is too strong. In the handicap match between Akatsuki VS Resti&Lutia&Zechs, Akatsuki surrenders because he wasn't aiming to win but to gather the hearts of people watching the fight(It will take too long to explain the situation so I will say it next time...). In the battle between Akatsuki VS Leon(Volume 5), Akatsuki gets stabbed by Leon on purpose because Akatsuki killed Leon before the story and wanted to equal their situation.
