No production is going to cannibalize resources from others, or else the people who paid for the show would be not pleased. It's quite possible Media Factory and the production partners didn't invest as much the first time; perhaps, having proven its success, they felt a bit more confident in the second season. thats kinda my point, aniplex usually has more budget with wich in case of a multi-production schedule their production is gonna get the best/most resources, also i consider a lot of second seasons specially of light novels tend to have lower production values, specially since the first season is usually the best advertise a series could have.
