We have not seen enough to tell yet, but given the fact that Dusk Taker can reform his arms, it is not inconceivable that Black Vise will be able to do it as well. So far, it looks like he just needs to recall them, though. It could also be a matter of time limits as well. Also, just because he used his arms, does not mean he does not have other options. He still has his legs, and a good portion of his body.
