My guess:
If it's something not too complicated, then perhaps 1 rep power for each year in the forum and 1 rep power for every hundred reputation points.
However, so that new people don't have to wait forever to get a rep point, it's something like 80 days after registering that a new user gets 1 rep power based on time. (and there's a similar lower starting point for rep power based on number of reputation points...)
But that's just a guess. If it's something more complicated, I really can't spend any more time thinking about it...
