B5 paper size is 257mm x 182mm so the dimensions listed are what you get when you add 3mm to each side. Considering that it is artwork, it is mostly likely a margin.

Are you trying to run some sort of DRM software for protecting against screen captures? Or perhaps the software you're running has some sort of DRM included.
