New comment about the original Esper ability is still welcome. At the meantime....

New Era of Magician
Gendai Majutsushi(Modern Mage)
Modern mages symbolize modern age’s religion and belief (which also include Scientology).
They belong to a growing cult of mages whom the “traditionalist” (England Church and Roman Church) tried to hunt down and exterminate.
Reason is simple: Modern mages' belief often clashed with religion's dogma. Since they can't get along and there is a saying that enemy of my enemy is my allies.
They end up siding with Science.
Academy City's stand on Modern Magician is..... neutral. Like I mentioned: They are only on the same side because they have the same enemies. Both wouldn't hesitate to back-stab each other if given the opportunity.
Code of God
A cult which believed that Knowledge is power, Code is God and God is code. They believe that God is actually a programmer who programs the world and only through the analysis of Science and Grimoire can one find out the syntax and programming language which God used to program the world (and literally become God). Their allied Magic Cabal is Arcana. A small (and weak) cabal magicians who utilize wild magic in form of cards. They may be similar to a Majin (with certain probability of success and failure) but the randomness of their magic prevented them from achieving that status.
Code of God's agenda in Academy City is simple: An Esper kidnapped their Oracle and they suspected that Academy City has something to do with it hence they send two of their best agents down to retrieve the "lost property".
Monger/ Urban Mages
Modern Magician: Urban Magician
Affiliation: Code of God (Monger Group)
New Generation of magician who utilize rumors and urban legend as source of their power. Unlike your traditional mages instead of deriving their magic from knowledge of higher power being such as angels, they rely on emulating rumors and urban legend.
The pressure created by the imaginary distinct would not cause them any damages however, they would feel heavy fatigued from using magic in that region which means using magic in imaginary distinct for them would still (albeit eventually) lead to death(due to over-exhaustion) if they keep using their magic in there.
Even with that being said....they can't use Esper power because their body is still considered wired to magic rather than science. However, that doesn't stop them from pretending to be Level 0 though (to hide from "Traditionalist").
They can do this because they can create fake documents that stated that they undergone the Brain alteration process. This help them to go under the Higher-Up’s radar(So long as they don't perform brain scan, they are safe from AC’s Dark Side). They did go same route as Coder(modifying body to emulate Esper) because such action would make anybody uncomfortable for obvious reason.
If they need a new power, they just need to spread a rumor using a source as basis (fake photograph...etc). If enough people believed in it, they gain the ability to use the magic. The more people, the more powerful the magic would be. However, inversely if nobody believed in that rumor anymore, they lose the ability to use that power. They also share the same inherent problem with traditional mages. If people discover the source of their magic, they can use that knowledge against them.
Example of what mentioned above:
> Urban Mages is capable of powering up Esper using Level Upper rumor. (New power from rumors)
> However, since the true source of Level Upper is sound, if somebody managed to block out that sound (or play the cure), the targeted Esper lose that powerup. (Knowledge of true source being used against them)
>After Level Upper Arc, due to people stop believing in the rumor, the urban mages could no long use the magic.
The medium which they channel their power is cell phone/ any communication device (symbolizing method of how the rumor is spreaded). They need phone/wifi/internet signals in order to use their magic because in a sense: internet/network IS their version of heaven.
Although Urban Mages are powerful (Slender Man, Haunted House...etc) and less restricted in their magic compared to Code Wizard, their magic require internet and phone connection.... which is why they are called Urban Mages (their power work in urban setting only).
(Meta note: they are similar to Hundred tales Clan from Nurarihyon no Mago).
Modern Wizard (Madoushi): Code Wizard
New Generation of magician who learned the “Syntax” and “Programming Language” of the world. Due to the origin of their magic being Computer Code, their magic function effectively likes computer codes.
The medium which they used to cast magic can be any electronic devices capable of processing the code they installed.
Code Wizard may seem almighty and powerful but they require materials for their magic to work because Code Wizard only rearranged the "codes" of an object hence it is why their magic work in form of equivalent exchange (with Mana as substituting as energy requirement). However, a skilled Code Wizard (Arch-Wizard) is actually capable of using other magician's magic as substitute for materials.
A flaming giant require lots of things (with codes modified to work as flammable) and lots of Mana to create the fire
Alternatively for Code Wizard skilled enough: Other mage's magic and mana.
Since Code Wizard's magic is merely rearrange of codes that are already present. Their magic can only be negated by Imagine breaker if Touma touch the source (the device) which process the code. The only exception to this, is when Code wizard use other magician's magic as substitute for materials.
Similar to Urban Mages, the pressure created by the imaginary distinct would not cause them any damages however, if they use magic in that region, their medium (devices) which they used to cast magic would be destroy, greatly limiting the number of magic they can cast while in that region. Reason being the damages that they would have received is placed on their devices instead.
Also similarity, they would feel weakened from using magic in that region which means using magic in imaginary distinct for them would still (albeit eventually) lead to death(due to over-exhaustion) if they keep using their magic in there. However compared to Urban Mages, they can cast more spell than them before reaching the state of near-death exhaustion.
Even with that being said....they can't use Esper power because their body is still considered wired to magic rather than science.
However, Code Wizard can bind certain magic codes/spells into their body, effectively making them capable of emulating an actual Esper (complete with fake AIM Field which is actually concentrated Mana surrounding them). Since it is still magic runes (that use their body as processor for the magic), A single touch from Touma's IB will destroy the modification and revert them to normal.
Edit: Due to the fact that Code Wizard need to master Syntax and codes compiled in form of Grimiore by their Oracle, there are fewer Code Wizard than than Urban Mages.

Thanks to their Oracle, they are aware of Touma's power (the invisible thing sealed inside him) and Aleister's ability to "place him in the right place and right time". This is why they tried to stay as low profile as possible, even lower than AC's Dark Side
