Well he might achieve something close to a Level 5 or at least a high Level 4 if he were to replicate a large number of himself and create a brainwave network to use the combine calculating abilities of his replicas to increase his power (Level Upper concept) but he would need to create a lot of replicas which would make him a huge target so this isn't a smart idea.
