Well the power of the Servant depends on its own legend, the place he is figthing and the power of its Master. Really is almost random. Saber's power change a bit when her Master is Shirou, Rin or Kiritsugu, some of her powers go up and some go down. Even relatively weak Servants like True Assassin gain high ranks when they have a good Master.
