Hmm, interesting start of arc.

The "villain" is completely unreasonable, but not inherently evil... simply misguided in his dedication due to tragedy that fell upon his son.
The new chairman... son of "Cyclops" the previous chairman, wishes to abolish anything that would doesn't pertain to studies, and lay a very strict rule on the school... including abolishing festivals. Basically a "no fun allowed" stereotype. He condemns individualism and expression.
His son was a victim of bullying, his unique personality secluded him from the norm. Due to intense bullying, he has become both a physical an a mental shut-in, refusing to utter any words or attend school. Observing what befell his son, the chairman became convinced that "unique" individualism is the cause of strife and unreasonable bullying, and decides to dis-encourage it at all cost.
Bossun argues back, using his friends as an example. He even knows of a guy who refuses to speak out, just like the chairman's son... but he is currently the most popular man in the school! He challenges the chairman, telling him they will prove him wrong if only he takes back the abolishing of the upcoming school festival this once. They'll prove to him the importance of having unique individuals.
The chairman accepts the challenge... with one condition. His son will be the judge, and they have to make him SAY he enjoyed it.
And the price of losing is Bossun getting expelled from school.
Sket Dan along with all of their friends in the school band together for their final fight.
So starts the "Last Dance" arc.
