One of the problems is that, while Aladdin knows that they're on the wrong path, he doesn't really have a better alternative to propose. And even if he somehow supplanted Mogamett and decreed "no more 5th district! From now on, everybody works for a living and we stop using magic tools so much. No more running water, no more easy, sure harvests.",
then he'd have a rebellion on his hands. And not just from the privileged class.
