Basically you just stick a mechanical pencil eraser in the chuck of a dremel or a drill and use it like a small power buffer on the affected area. Works great and doesn't damage the surface (it's even safe on the eyes, and similar areas).
If it's too awkward, a "kneaded" eraser applied by hand can achieve the same effect, just takes a lot more elbow grease.
