Saw the topic today and decided to add my 2cents.
No Kakashi isnt a kage level ninja. Its true that at the beginning they revealed he knows over 1000 techniques, which seems to be a prerequisite. However, hes not kage level. He runs out of stamina too fast due to his sharingan.
He's one of the strongest Jounin along with Mite Gai.
Kage level are: Tsunade, Jiraiya, and if you've read the manga....
