I have always thought that the FOG fleets were expecting to get another set of orders
once their first set of objectives were accomplished.

And that is their problem in a nutshell, they are simply following their last directive
and have stuck with it.

As has been stated by Flagship Nagoto the only solution is for Admirality
Code to be found and new orders issued. But time is against the fleet.

I think that the FOG fear what humans will do if they aquire the AC,
and that suggests that humans would be able to control it.

Given what happened to Haruna, it could be that they are hardwired to
obey AC's injunctions, simular to 'Heroic spirits' in the 'Fate series'.

In that story summoned Servants (or Heroic Spirits) could be forced via physical
manipulation to perform horrible acts against their own wills. Such as striking
down uninvolved parties or even comrades.

If AC has such powers, even someone who has become as pure as Haruna,
could be ordered to kill Maki (for example) and be unable to stop herself.

So Yamoto has decided to wage a war of information, such as having
402 mention the FOG's 'higher power' to Kita R. without giving anything further
away.

With the purpose of finding creative ways to interect with humanity and pick
someone to control the AC for them. Or so it appears to me.

Her actions to individualise them, has a lot of possibillities;
i.e. if AC is damaged in some way, to the point it is incapable of leading the FOG,
it may be up to the fleet themselves to decide their future actions.

If they have experience of independent thoughts, actions
and decisions then it will produce more level-headed results.
