Well, Tougou asked
Shinjuu-sama to make everyone forget so that her friends wouldn't be sad, not the Taisha. The Taisha had no idea there was going to be any memory tampering going on, so they were caught by it just as much as anyone else.
Anyway, we definitely need to explore some details more. That spirit place where Togou was being sacrificed, Yuuna remembered having been there before. Theories I've seen elsewhere are that her soul ended up there when she touched the vertex soul near the end of season 1, but I feel like there must still be more. Why is Yuuna, presumably not a miko, able to take the punishment for Tougou? Why did the ceremony apparently work when both of them are still alive? WTF is the heavenly gods' problem anyway? There are a lot of questions that I hope we'll get the answers to sooner rather than later.
