1) An American citizen corresponding with the president/prime minister etc. of a foreign country is not a violation of the Logan Act unless that American citizen conducted unauthorized negotiations on behalf of the US government.

2) Ian Bremmer's claim that Musk personally told him is not credible and third party reporting of his claim does not make it reliable.
