Mmm, I'd have to disargee just a bit:
1) She does grow. In the flashback she looks distinctly younger and that was just 3 years before the present time.
2) Scar tissue can never be completely removed even with normal humans like you and me. Smaller scars may fade over time, but major scarring will not disappear unless cosmetic surgery is preformed.
Secondly, Eureka's body does not seem to be completely human (I assume she is organic, though), judging by the "goo" she was submerged in that seemed to be the same material as her skin tissue. So, that additional tissue she got on her body in Acperience 2 didn't get properly remover by the Vodarak "glowing water". Probably because Gekko-Go's infirmary lacks proper equipment and by the time they got to the Nirvash fascility, it was perhaps too late.
3) It wasn't that much time that has passed. A month at most, in my opinion. So, perhaps, her hair just hasn't had time to regrow back to it's normal lenght. It also seems like she didn't pay much attention to gerself lately, but with the latest self-consciousness bout she may yet change.
Just a disclaimer... I pretty much hate the new Eureka's look. See looked so much better before. Understandably, they needed to change it to test Renton's attraction to her, and he did pass the test in this latest episode. But I really do hope they go to the earlier character designs soon.
PS Although I don't think they would. 8)
