Well, I'm not sure if there was anything mentioned clearly about the limiters, so I'm speculating at this moment. And judging from Subaru's fight it's obvious that the victory should go to the one with
COURAGE 
, so Fate may need a bit more motivation to go all out, at that time she didn't even see most of the Numbers' deeds.
