L-elf wears a school uniform. He may have been recognized as a student 200 years after the founding of the Empire.
If Haruto is known as the founder, it makes sense. 200 years in the future he could use his influence as the founder to lead a rebellion against the Empire.
If Haruto was the founder, he have passed power to L-Elf and Shoko since they remained mortal and he was not. Shoko and L-Elf may have given him the title of Founder in recognition of his service and to make him a hero before the people.
