So Einhart is slightly better than Vivio, Einhart is around the same as Nove. Miura is alot better than Vivio, Teana and Subaru in the beginning of StrikerS are C class and they are alot worse than Nove (or other Jail's team) before training. Teana and Subaru at the beginning of StrikerS are already official member of the army.
So when evil strikes again they should send out 10 year old little girl from the tournament instead of actual professional army?
