People have probably already mentioned/asked this, but does anyone know why this season has such an exponentially higher amount of fan service than the first season? The first season only had a few--Index's and LO's introductions and Misaka-Imouto's occasional flashing--and Railgun had about the same as that. Any reason they decided to kick it up--or down, depending--a notch? Is this a subtle opposition to the recent Tokyo Youth Ordinance Bill?
