Misha (Pita Ten) and Kurumi (Steel Angel Kurumi)- are both clumsy, clueless, ditzy and dim-witted pink-haired shotacon angels with no common sense at all and are attracted to younger boys (shotas). These two klutzes seriously have shota complex. They even have the same hair color. They look so similar, act so similar. Is there any difference between Kurumi and Misha?

Chanohata Tamami (Mahoraba) and Daidouji Tomoyo (Cardcaptor Sakura): are super-intelligent and astute prodigies who excel at their studies and are dangerously obsessed with their particular girl friends (Kozue and Sakura). They are also photo maniacs who couldn't simply get enough of photographing/videotaping the particular girls they adore.

Char Aznable (Gundam) and Zechs Marquise (Gundam Wing)- As they say, "put them together in a room and try to tell them apart."

Akane (Ranma 1/2) and Kaoru (Rurouni Kenshin): are skilled martial artists who can't cook well and have a volcanic temper. They also have the very tendency to beat people including especially their stronger, more formidable boyfriends; Ranma and Kenshin to a pulp when they are in a foul mood.

Aoyoma Motoko (Love Hina) and Mapputatsu Tsubaki (Kage Kara Mamoru)- both are proud, strong-spirited, chaste, traditional swordswomen who come from samurai backgrounds and dislike perverts. They even physically resemble each other strongly, right down to their clothes and long hair. They wear the same clothes such as kimono consisting of white long-sleeved blouses and red skirts. They don't wear bras but rather wear bandages (or whatever they are called) around their chests. These two samurai women are so alike.

Tohno Shiki (Tsukihime) and Emiya Shirou (Fate/Stay Night) have completely similar backgrounds, similar tastes in women, similar personalities, etc. Shiki and Shirou are both the sole survivors of massacres when they were children. They are orphans who were adopted. They are naive and clueless. They are high school students. They are attracted to older immortal foreigners who wear long sleeve shirt and long skirt. They skip class due to being with their girlfriends. (Shirou's training with Saber or Shiki's hunting vampires with Arcueid.) They have special powers which they've been aware since childhood but had absolutely no idea how much greater their powers would be until in the later episodes where they gradually realized their true potential. They started out being weak but became real kickass in the end. Shirou has Archer [more evil/kickass version] and Shiki has Nanaya [more evil/kickass version too!]

The point is their backgrounds and personalities are so similar you wonder if there is a difference between them. Put Shiki and Shirou together in a phone booth and try to picture them apart.

I am ruling out Arcueid and Saber, because they have some differences. Arcueid is a vampire while Saber is a mythological hero.

Aoi Sakuraba (Ai Yori Aoshi) and Asami Onohara (My Wife is a High School Girl)- are meek, serville, whiny, emotionally fragile and traditional housewives who keep their true relationships with their men a secret from others. Whereas Asami keeps her marriage to her teacher a secret from others, Aoi keeps her engagement to her fiance Kaoru a secret from others. They even have the same seiyuu.

Captain Dan (Danguard Ace) and Hakuoro (Utawarerumono): are both mysterious amnesiacs who had no memories of their lives and could not remember their own names. They have irremovable masks, which they cannot remove off their faces. They both defended communities/groups of people so well, that they earned the trust of the people they defended. They were given adopted names by the leaders of the people in which they were so easily accepted.
