From what I read, Tashigi explained that Monet wasn't able to pull herself together after being slashed because she was too traumatized by the prior moves and slice by zoro. Not the prior freezing.
Again not arguing for CoC, but just saying it is a possibility. I also admit as mentioned, that it could just be "normal" saki.
