There's some restrictions imposed by the Tokyo municipal government or the local film board for on-location filming, as they tend to disrupt local activity; examples include Babel (they had to shoot scenes on the sly) and Tokyo Drift (most of the in-city car-chase action sequences were shot at Los Angeles).
