You're trying to open a MKV with header compression, and the FFMS2 included with Aegisub 2.1.8 does not support that. You need a newer FFMS2, but since the API and ABI have changed you can't just update the DLL; you need to update Aegisub as well. Go grab one of the 2.1.9 builds.
