According to EvoSpace of Beast's Lair:
Unlock Neco Arc
- Beat Arcade mode with all 20 characters
Neco Arc's voices
- Use Neco Arc and beat the 22nd character in survival mode, which is Neco Arc
Unlock Neco Arc Chaos
- Repeat the above step 6 times while unlocking Neco Arc's other voices, then beat the Arcade mode with Neco Arc
