Not like the Bureau is gonna come through the front door! That's just going to contravene Article 8B of the Non-Administrated World Act and destabilize an entire world! Covert operation, like how Chrono and gang operated in S1 and A's.
Though if they tried to develop it, then there's always black ops intervention. But without Tree Diagram it's gonna be a lot slower.

Which is why I sense a mortal link, hinged on Imagine Breaker, professed that both sides only know a bit of the whole picture...
...after all, because that Imagine Breaker exists, and works as it should in Toumaverse, that shows Toumaverse magic and esp aren't very different and something connects them such that he doesn't blow the world he's touching up. Canon has not revealed everything, and the fact that Imagine Breaker is catalogued but not understood by one side and completely missed out on the other, the fact that Rank 0 exists... Canon itself can be doubted. The truth is still out there. As such, as much as the thought of God and the Angels actually being just really really powerful and interactive illusions erks you, it's not above a Japanese writer.
In other words, everyone's doing some form of lesser Ars Magna, from espers replacing reality with their own delusions, to mages casting spells from memory, to "God" existing. Only Ars Magna states it in your face (like how I used to do fanon), but because everyone has different perspectives on the subject they go "OMFG he's h4xxing" (and a very familiar reaction for me too).
Once this is settled, we can then see that mages from Nanoverse are different. The Wolkies escape because they are hardcoded by a book which has no imagination, and that magic itself comes from the heart rather than the mind

Notice how it's all been one-on-one combat thus far. I doubt he'd survive getting ganked by Toumaverse adversaries, much less attacked by a magical riot control force trained in non-lethal combat, or the 100 Belkaneus Adeptess who've mastered the Art of War! He's usually smart enough to start running.

This is where Belkaneus comes in.
In Toumaverse terms: Academy City has been growing for decades now, and some time during the Hippies era, a liberal take on Christianity, influenced by Protestant beliefs, gained traction amongst youth who loved God and Beatles. It formed into a small cult and grew by size over time into a Church. However, other Churches view it as, and will always be, a cult. However, this cults organization puzzled them. From day 1, it had hierarchy and cabals surrounded by a crowd of worship singers. Probing deeper revealed that they also know how to beseech God's power to aide them in battle. However, the inner Cabals remained untouched by the other Churches' efforts as they are protected by 100 Adeptess, which nuns who are weapon-toting armor-wearing and magically-strengthened underneath their Walking Churches, which to other Churches look as WTF as all get out. This cult has few friends due to its Protestant beliefs, its liberal attitudes and that no one else knows next to anything about their inner workings.
In Nanoverse terms: Academy City, ever since it's been proposed and picked up by intelligence, has been under the Bureau microscope. Belka was already working the ground, as many chapters of Adeptae Belkarum have been sending Girl Scouts as part of their training to covertly learn about the various faiths on the planet out of interest and seeking out chapter relics which may have fallen onto the planet. It was a squad of these Scouts who first detected Academy City being set up. Back then, Bureau and Church work was uncommon due to underlying politics, but the threat Academy City potentially presented the TSAB forced their hand to work together.
The scout network was quickly reinforced by chaplains and TSAB Intelligence, but they soon found that infiltrating the City was impossible due to scanners, and teleporting in and out woke the proverbial magical neighborhood. They needed a base of operations. As a cover, and the fact that they were in it for the long term, chaplains rode on the rampant liberalism of the 1960s to form Belkaneus, and completed groundwork within a few years. The Bureau now had a HQ nestled in Northern Germany with a string of listening posts scattered throughout the planet, and has been running them under Adepta protection ever since.
Because the planet was traditionally within their space, the other Chapters phased out slowly, while Adepta from the Ultimarines 3rd Company, and their liege 7th Outer Cadian Saint Guard, moved in. Over the years, the planet also became a source of Adepta recruits.
Present Day
Toumaverse: It was a typical day. Woke up off his futon, sat up and into the table he had rolled under, knocking the phone over as it began ringing, and received yet another of Komoe-sensei "Rabu koru" over the loudspeaker mode. And when things finally settled down, he noticed that there were 3 nuns in blue gowns pointing really big rifles at him.
"Target confirmed, we have him in our custody. Bring the shuttle in," said the leading lady to an invisible radio. He would eventually learn her name to be Sophia Alexei.
Ah such misfortune.
Nanoverse: An informant within Academy City notified command that a person with the ability to intercept powerful esper attacks had surfaced. This informant had been tracking the tremendous outages occuring within the city, but instead found that they were caused by a certain Level 5 repeatedly attacking a certain Level 0. It was filed away with his other reports on notable interest. It was only when the target Kamijyo Touma came into contact with a Jane Doe carrying the Lost Logia and chapter relic Librorum Prohibitorum, did they dig out Touma's file again. That informant later discovered that it wasn't the chapter relic, but rather that she was named after it, as Index Librorum Prohibitorum.
As time passed, even more details on Touma came to light, and with greater and greater stirring in the magical and scientific world, it warranted closer investigation. At that time, Anita and her fellow inquisitors Keira and Ashley were attached from the 4th Company to the 7th as part of officer training. She watched Touma and his habits for a while, then brought him in as quickly as she could before the higher-ups could decide. She said the opportunity to strike presented itself and would save them the effort later, but she knew traditionally, in early Belka times and in the hawkish Bureau quarters, people born with the Rare Skill Imagine Breaker are considered too dangerous to be left alive...
