On what basis do you make that claim? Are there clubs getting

What is clearly being shown is substantial spending cuts to clubs, with many of them being wiped out entirely. That is definitely fiscal conservatism. Like Oojima himself pointed out, it's
strict fiscal management. It's tightening the purse strings.
