She may have been merely a proof of concept in regards to cloning.
"From the treatment used when growing the first Misaka clone, designation Full Tuning, we've determined that we need to cut back on Protein A and Enzyme 7, and increase the levels of Chemical 5..."
etc.
There's no definate proof she under went the Curriculum. That said, I doubt she didn't and most likely has electrical powers like her little sisters. I'm just saying you can't dismiss the notion out of hand.
