I think it depends on what was done to anger her in the first place. Alisa remained angry at Nanoha for quite a while in the first season, and it took some counseling from Suzuka to help her deal with her feelings. I know Alisa is an intelligent and reasonable person, but I doubt a packet of pocky would suffice as an apology for walking in on her dressing.
