Probably the former. Nanoha has always been a multi media franchise with sound stages booklets and manga's explaining the things the anime didn't. If you didn't read them, that was your problem.
Which sucks since we're still missing a lot of info here. If only they'd translated the booklets when they released the A's DVD's in R1, but western companies don't seem to care much for that.
