Yes, Kouga Empire is based on Khan's Mongolian Empire of 12th century.
Kou Empire is post-Three Kingoms China in 4th century or so, there's a 1st~3rd century Ancient Rome, pre-18th century Ainu, and what appears to be post Alexander era Greece, etc, all mixed up. So trying to fit a timeline with ours is completely futile.
