Uh, no. Actually, him having no regrets means that he can leave the the world of the dead whenever he feels like it. Keep in mind that Yuri also admitted to having come to terms with her life at the start of episode 13, yet she still stuck around for long enough to have the graduation ceremony before disappearing of her own free will. Besides, if Otonashi was permanently stuck there, why would they put a scene of him and Kanade meeting again in the world of the living after the credits?
