Where is it stated that the Union is the most advanced country in 00 universe? To me it seems the HRL had the resources to try to capture Gundams, while the other two powers didn't have. Now that Professor Eiffman is dead even the only person who had a chance to understand the Gundam technology is gone so your idea of Graham getting a gundam is just wild fanboy speculation. Not to mention Sumeragi telling the Union about the Gundams' secret... why would she do that? This is a true nonsense.
Ah there is one last thing: by knowing the gundam technology doesn't mean you have a Gundam. Because the GN Drive takes tens of years to be built on/near Jupiter, so that knowledge is useless in the short-medium period.
