You get multiple choices in the poll. Plus if you exclude the main characters then you'd be defeating the point of the poll as were supposed vote for our favourite characters and find out whos the most popular one and only the main/important characters are supposed to be on the poll and Lelouch, C.C., Suzaku and Kallen are all main characters.
