She's not a part of the Yagami family. She doesn't even live with them. Even having dinner at their place was a special invitation. It's just like all the other families of the main cast, they're simply not introduced because, well, let's face it, all they'd be is "random parent A B and C" and we'd get all sorts of complaints about them "taking up screentime." Which is a bad thing in my opinion, since knowing the parents helps develop characters, but you play with the cards you're dealt, and the Nanoha franchise has a tendency not to introduce parents unless they're involved with the plot. Nanoha's an exception because her family already existed in the original triangle hearts game, but let's count:

We still know nothing about Alicia's/Fate's father.

Chrono's father wasn't introduced until A's, where he became a plotpoint.

Hayate's parents? Nothing.

Erio's parents were seen for five seconds and then went poof.

Caro was with her tribe, but we don't even know which of the people are her parents, or if they're even among them.

Teana's parents? We know more about her brother. Who was plot relevant.

Lutecia? Nope, just her mother. Not a word about her father.

And Vivid continues this trend. Rio? Corona? Einhard? (boy, that d'll take some time getting used to) Harry? Victoria? Sieg? Shante? Barrier girl? Witch girl?

Parents are just never mentioned in Nanoha unless they're relevant to the plot. Doesn't mean the characters don't have them. Oh, and even if she were adopted by the Yagami's, characters in Nanoha still have a tendency to use their original family name if they had one. Erio's still Erio Mondial, Caro's still Lu Rushe, even Fate introduces herself as "Testarossa Harlaown."

So she'd still be Miura Rinaldi. Maybe adding Yagami after that, tops.
