^ First, even though she may be the strongest of the Dragon Kings there is a big difference between a Dragon King and a Heavenly Emperor Dragon. I doubt Ddraig wouldn't have notice her presence near him and Issei.
Also Ophis follows Issei and the others to school. Kiryuu is pretty much at school everyday, so if Kiryuu was Tiamat, Ophis would have detected her presence the moment she set foot in Kuoh Academy. Ohips doesn't need to meet Kiryuu to know if she is or not Tiamat.
It's barely possible she could have hid herself from the other Dragon Kings, Azazel, and the memebers in Rias and Sonas group's, but it's doubt full she could hid herself from a being strong enough to dominate God and a being that was many times stonger than God.
