No, it's a different country I believe. I think you should stop expecting Xamdou to take place on a same world as ours. It's more than likely a fictional world, based the story synopsis on the main website.
I don't know why you people are surprised about that picture though. I mean where else would it be from? Not to mention it says Xamdou right there on the page...
