I'm betting A-1 myself even if it's for a anecdotal reason: some of the backgrounds seem "brushed", like they were painted on a canvas, and it reminded me a lot of the animation in the Valkyria Chronicles adaptation (made by A-1). I'll probably be laughed at for this but hey, it was what came to mind.
