The power of Railgun is adjustible. GUTS blocked a Railgun with his teeth @ 30% power.
Also, WORST is only a Level 4 Electromaster, but she can also use the Railgun, but she uses metal pins instead of coins.

So she can't use her powers without the remote? Because with that remote, she's incredibly broken. Only a select few can't be touched by Misaki's powers (Touma because of IB, Mikoto because her EMF interferes with the remote, and maybe Accelerator?).
Also, does Misaki's powers even work on Accelerator? Because I think that at best Misaki can screw with his choker, so he can't use Redirection effectively.
