I love how you deduced Ezelcant uses a Secret Police to instill fear on the Vagans from that one scene where his subordinate tells Kio, their POW, that they're watching him. Or that he willingly withholds medicine from his own people. It must be because he is evil and wants to see his own people suffer, not because it can be very expensive to produce and there's not enough of it...
