It isn't, I experimented with photoshop, only the eyebrows were done

Actually the smudging removed the skull frame of the upper eye sockets as well and that's what making her look extremely weird.

You can see the natural shadow between her eye and her eyebrows in the original image and they were completely smudged/sampled over in the edited one.
