I don't even think Tachibana was
trying to show romantic feelings from them. After all, how much focus do they get after their arcs?
Remember that Tachibana himself said that originally he intended DAL to essentially be just a series of "short" stories, and that would fit with how Yoshino and the Yamai twins haven't gotten much focus outside of their arcs.
