It was never about the massacre, it was about whether or not he would actually fall to such a low ball move and that's what he was laughing about.
That's why I never felt that Lelouch was any different from Suzaku, and I can't understand why people seemed to compare Suzaku to the devil, but treat Lelouch in a different manner.
