The population of Orb is composed of naturals and coordinators.So the presence of EA military forces was impossible without sacrifying the coordinators since the EA wasn't really kind with them.So Orb didn't have any choice.
And Uzumi never authorized any kind of cooperation with the EA at heliopolis.
