I saw a cover of a magazine (I forgot to save it) with the same Asuna, Negi and Ayaka image and the area around her chest is actually white, implying that she is wearing something.
Maybe there's some lighting or colouring issues with that manga cover or Ken just wanted to give more fanservice. Who knows? :x
