Maybe it's the ex-teacher in me, but I don't see anything shocking about
that. A 0.3 difference is well within the "margin of error" of grades, and a serious, if somewhat slow student isn't disruptive to the class, so what does it hurt? It's not like making him repeat the class is guaranteed to have beneficial effects.
