Nope, it isn't. The kids just play the games the way they normally do but get some of their life expectancy drained away from them if they lose.

Doubt this will really stop kids playing too much games but, at least they're trying to get the message across

There was a documentary once looking into the phenomena of people carrying DSes around with them wherever they went, both guys and girls. People started to have meetings similar to LAN parties but they weren't really social. When asked how well the people there knew each other, they answered just the names and not much else. So people are starting to think of these situations as a problem and are trying to do something about it.
