Well, depends actually.. What do you deem romantic actions? He's obviously attracted to all the females. It's not like he sees them as his sisters or part of the scenery..
He's just been too preoccupied to think about a relationship or simply hasn't been moved to think that way - either or both of which is generally the appropriate and necessary path to form harems!
