Although it would be nice to have some romance in One Piece, by their definition of Nakama, unfortunately, there will probably not be any romance.
dreamingsoul, most of your reasons can be explained away by the "nakama" factor, where a nakama is treated as a precious friend, even to the extent beyond lovers.
For your points w/ Luffy:
1) Luffy and food. He didn't get any while he had to work. He was more upset that Nami had free food, while he could not eat with them.
2) Luffy is the captain. He is responsible for this crew, and she is his nakama. It is his responsibility as captain, to show how much he cares for his nakama. Remember, he did the same for Sanji later on that trip as well.
3) He also had Vivi hold his hat for him in the Arabasta arc. To him, any one of his nakama who he perceives will not participate in the fight can hold his hat for him. It is also to keep them out of danger.
4) It's the fun factor, but Luffy does not perceive Nami's attacks as threats, so he allows her to. Sanji beats Luffy up all the time for trying to steal food as well. Robin does not get angry easily, so she won't beat up anyone on the ship. Vivi beat him up pretty well once, when she was angry at him.
5) As he saves Nami, Luffy has also tried to save any one of nakama with the same vengeance. Like the current arc with Robin, he is giving his all for his nakama.
6) Nami is the thief of the crew. Any plots involving theft should go through her first.
7) I don't remember that part too well, but it could be interpreted that she was not acting normal, like the rest of them, so she stood out. Since he really cares about his nakama, he offered the best thing he can think of to make her feel better.
8) As far as I can remember, Luffy does not say anything negative about any of his nakamas.
It really is not a matter of Luffy liking someone. He's in it for the adventure, and not the romance. If anything, if someone likes him and is aggressive enough, then maybe a romantic plot might develop. But then again, he would probably run away from that person.
Zoro:
1) Zoro is just stating a fact. Sanji does flirt, and besides, Zoro and Sanji are rival fighters on the ship.
2) Zoro is a Bushido (sp?). Furthermore, his personality type is to do what he wants, regardless of how others feel. If anything, he is annoyed by her and does not want to listen to her.
3) Zoro always jokes about Sanji leaving. As I mentioned, they are fighting rivals on the ship, and Sanji would say the same thing if the situation was reversed.
Nami:
The reason why she thinks of Luffy is because he is the captain and the strongest fighter in the group. Whenever they are in a pinch, Luffy always comes through. Furthermore, he is closest to her among all the crewmembers.
However, if there is anyone Nami might like, Luffy might just be the one. All he has to do is become one of the richest men alive, and she'll love him forever.
