I believe that we can assume that they exist.
In the second arc, it's fairly clear that ALO isn't the only virtual world out there. It, however, is high quality and based on the SAO system - which implies that there are games that aren't.
Nobody would use the world seed if it was a complete black box - but if it isn't it can be modded and hacked. If it can be modded and hacked, then people would be using it for p0rn.
